Sebanyak 279 dosen Unair berhasil lolos sertifikasi. Sedikit berbeda dengan sertifikasi tahun lalu, sertifikasi 2009 ini difokuskan kepada para dosen yang menduduki jabatan fungsional, baik di tingkat rektorat maupun fakultas. Sertifikasi periode kedua ini diikuti 299 dosen dengan asesor dari lima PTN yaitu Unpad, ITB, UGM, Unud, dan UI. Dari 299 dosen yang mengikuti, lulus sebanyak 297 orang atau 99,3%, Menurut laporan Ketua Sertifikasi Dosen Unair, Prof. Dr. Mochamad Zainuddin, Apt., penyerahan sertifikasi kali ini merupakan penyerahan yang kedua bagi Unair. Yang pertama telah diserahkan sebanyak 313 sertifikat kepada dosen Unair, dan dengan demikian dari kurang lebih 1.400 dosen Unair, yang telah menerima sertifikasi sudah mencapai 610 orang.

Rektor Unair, Prof. Fasich usai acara penyerahan di Aula Garuda Mukti, Gedung Rektorat Unair C Mulyorejo, Selasa 24 November 2009 mengatakan, tingkat kelulusan sertifikasi periode kedua ini cukup tinggi. Hal ini menunjukkan bahwa kualitas para dosen sudah cukup mumpuni. Dikatakannya, setelah mendapat sertifikat ini, seorang dosen dituntut untuk konsisten terhadap portofolio dan kompetensinya. Untuk itu apapun yang sudah dinyatakan dalam portofolio hendaknya tidak dilupakan, termasuk juga diskripsi diri.

“Pegang secara teguh kompetensi dan portofolio itu, selain itu juga harus istiqomah,” ungkapnya. Dalam sertifikasi, lanjut rektor, terkandung unsur moralitas dan tanggungjawab yang harus ditunaikan oleh setiap dosen. Ia berharap para dosen yang sudah lolos sertifikasi ini mampu mengemban amanahnya tanpa merasa terpaksa, sehingga bisa mewujudkan keharmonisan dalam suatu kesatuan lembaga.

Sertifikasi ini merupakan suatu hal yang penting dan mendasar bagi seorang dosen. Dasar hukum sertifikasi ini telah diatur antara lain melalui UU No.14 tahun 2005 tentang Guru dan Dosen. Pemegang sertifikat harus memiliki kompetensi, bersikap professional, memiliki kemampuan pedagogik, serta memiliki kepribadian dan kehidupan sosial yang baik. “Di sini dosen dituntut untuk well educated, well professional, well trained, well paid, dan well protected,” jelas Ketua Sertifikasi Dosen Unair, Prof. Zainuddin.

Dalam PP Nomor 41/2009 tentang Tunjangan Profesi dan Guru, juga telah diatur mengenai tunjangan dosen yang bersertifikat, yaitu mendapatkan tunjangan profesi setiap bulan sebesar satu kali gaji pokok. Pemberian tunjangan ini dapat dihentikan jika pemegang sertifikat tidak lagi bisa menjalankan kewajiban-kewajibannya sebagaimana yang diatur dalam UU.

Kewajiban dimaksud, seperti diatur dalam PP No. 37/2009 tentang dosen, yaitu melaksanakan Tri Dharma Perguruan Tinggi. Dosen wajib mengajar pada jenjang S1 atau Diploma (D3) dengan mata kuliah yang sepadan dengan 12 SKS (Satuan Kredit Semester) dan paling banyak 16 SKS,
yang terdiri atas 9 SKS pendidikan dan penelitian. Batasan usia maksimal bagi dosen yang bisa melakukan sertifikasi ini adalah 65 tahun bagi dosen dan 70 tahun bagi guru besar.{:}{:en}[by. humas_ua] Karunair – Warta Unair (26-11-2009)

279 Unair lecturers succeeded to pass certification. Quite different from last year’s certification, the certification in 2009 was focused on the lecturers with functional positions, both in faculty and rectorate level. This second period certification was participated by 299 lecturers who were assessed by assessors from five State Higher Education Institutions, namely Unpad, ITB, UGM, and UI. Out of 299 lecturers who participated, 297 (99.3%) people passed. According to the report of the Head of Unair Lecturer Certification, Prof. Dr. Mochammad Zainuddin, Apt., this certification is the second time for Unair. The first certification was given to 313 Unair lecturers. Thus, approximately out of 1,400 Unair lecturers, 610 people have received certification.

In Garuda Mukti Hall, Unair Management Office, Campus C, Mulyorejo after the certification event finished on Tuesday, 24 November 2009, Unair Rector, Prof. Fasich, said that the passing rate for the second certification is quite high. It shows that the quality of the lecturers are already good. After receiving this certification, a lecturer is demanded to be consistent in his/her portfolio and competence. Therefore, anything that has been stated in a portfolio should not be forgotten, including the personal summary.

“Hold the competence and portfolio firmly. Besides, lecturers must also be unwavering,” he revealed. The certification, added the rector, contains morality and responsibility that have to be borne by the lecturers. He expects that all the lecturers who have passed the certification are also able to be trustworthy without feeling obliged so as to actualize harmony in a united institution.

This certification is a basic and important thing for a lecturer. The legal basis of this certification has been regulated in Law Number 14 of 2005 on Teachers and LEcturers. The holders of the certificate must have competence, professionalism, pedagogical ability, and good personality as well as social life. “Lecturers are demanded to be well-educated, well-trained, well paid, well-protected, and good professionals,” explained the Head of Unair Lecturer Certification, Prof. Zainuddin.

The allowance of certified lecturers have been regulated in the Government Regulation Number 41 of 2009 on Professional and Teacher Allowance. The lecturers have the right to receive professional allowance every month of the same amount as the main salary. The allowance can be terminated if the certificate holders can no longer execute their obligations as regulated in the Laws.

The referred obligations are regulated in the Government Regulation Number 37 of 2009, which includes executing the Three Pillars of Higher Education. Moreover, lecturers are obliged to teach for undergraduate and vocational programs with modules that are worth 12 Modular Credits (MCs) and maximum 16 MCs, which consist of 9 MCs of education and research. The maximum age limit for lecturers who are qualified for certification is 65 years old for lecturers and 70 years old for professors.{:}
